(Note: This is Modern AU while keeping all the abilities of each character within the original series, and the main setting will be the Heavenly Capital, but in a city with expanding districts, including Ghost City, South Sea, and Qi Rong's caves as districts. Also, Xianle, Yong'an, and Wuyong exist as cities within this universe).

Heaven Capital.

The city was a wild one you had to have grown up in the main city in order to understand how it works out within its cities and districts. You have the mountains that span to the city limits, like Mount Tonglu, for example, mostly known within the Ghost District of the Capital on the outskirts, though, you never really hear much about that mountain often.

Within the districts? Well, that's a more complicated system. See, majority of the large city, is run by the President, Jun Wu, who oversees majority of the cities, like Xianle, Yong'an, Wuyong, Xuli, and much more cities that run through the Capital. Though, they're part of the Capital Districts, and in turn are called "Heaven Districts." Though, there is one specific set of cities within a district that Jun Wu does not oversee, merely due to the power dynamic and the.....complications behind it.

Meet the Ghost Capital, divided amongst the 4 Presidents of each district. The Green Lantern District belongs to President Qi Rong, a quite....insane person, we'll just say. You have the Black Water District, belonging to President He Xuan, though, his district is actually an underwater city that he built from the ground up, just near the South Sea, you also have a more....abandoned district that was supposed to be for President White No-Face, but no one has seen him in many years.

And then you have the one district that dominates the Ghost Capital, the one who calls the shots within it. You have the Crimson Flower District, run by the one and only President Hua Cheng. Now, you may be wondering, why do they have a separate Capital, and why does Jun Wu have no power over them?

It's because they're the most powerful Mafia Bosses within the entire world, rivaling Jun Wu's powers, especially Hua Cheng's. Despite this though, there has been a more neutral stance for a long while, just as long the Ghost Capital don't interfere with the Heaven Capital, then everything was fine.

Well.....not for long.

You were one part of the Upper Rank of being a government officer for the Heaven Capital, but after a disagreement between you and Jun Wu, you eventually stormed out, abandoning everything in the Heaven Capital. Many were sent to chase after you, considering you dangerous now, but once you crossed the boundary and neutral line between the Heaven Capital and the Ghost Capital, they couldn't chase you anymore.

And you found yourself right in the Crimson Flower District, Hua Cheng's domain. You knew you were in somewhat dangerous territory, but as long as you played by the rules within the Ghost Capital, you'd be good. Because the Ghost Capital is Heaven Capital's polar opposite. The rules and the game are played differently, and the one motto?

Either you gamble, or you're gambled.

So, you decide to explore the city. You ran into some interesting characters of people, but you kept to yourself and avoided any danger. Eventually, you found an alleyway to rest for a few moments. Until you hear the scuffing of boots and small chains jingling from the boots. You snap your head towards the sound, immediately standing up, your guard up.

And you hear Hua Cheng's deep laugh, the one that may have said is to put you in a trance if you're not careful around the Mafia Boss.

"Now, what do we got here? One of the Heaven Capital's rats in my domain?" He mocked with his fake smile, his one eye that was still visible was sharpened, gleaming with mockery yet anticipation for the game.

"What's a little thing like you doing in my territory? And a Upper Official no less?" He cocked his head to the side as he came into full view of the light, arms crossed over his toned chest.
