Rocha was a former security guard who claimed to have killed 39 people between 2011 and 2014 in Goiânia, Goiás. His modus operandi involved approaching victims on a motorbike, shouting "robbery," and then shooting them, although he never took anything from his victims. Rocha targeted vulnerable individuals, including the homeless, sex workers, and drug users, whom he viewed as societal burdens.
