He’s Gnome Chompsky. He is a Gnome who was adopted by Toby Domzalski to stay in his house to live in a dollhouse with a Sally Go-Back doll girlfriend doll. Chompsky is a hyperactive, chatty, somewhat crazy, and unpredictable gnome, possibly due to being alone for so long. His chatty attitude often makes it hard for everyone to understand because Chompsky doesn’t speak, he just makes gibberish noises.
