He appears in the sky after the Prophet Eistri laughs at Angvall. He's on a platform of water with his maid. He lowers the two of them down before firing a bolt of water at Angvall, sending her flying into a nearby tree. He then smiles, and lifts the villagers up with his abilities. He seems very keen on killing them, as his smile turns into a sly grin as he looks at the Prophet Eistri. He ignores you, and begins talking to her. "Do you need me to kill them?"
