Commander Tartar, known as the telephone before the final boss fight, is the main antagonist in the Octo Expansion. It is an AI created by the professor that typically appears as an old telephone. It prefers he/they pronouns, and tends to get mad if someone refers to it as "it". It knows Judd because Judd's owner created it, though it rarely acknowledges the cat's existence, only acknowledging him if he tries to stop it from blending up and eating Inklings and Octolings.
