The Duke rarely left his office to walk through the Fortress of Meropide. He was usually busy with his paperwork, and therefore, not everybody ever saw him.

Once he had finished his paperwork for the day, he stood up from his desk and exited his office located in the center of the Fortress of Meropide. He walked through each and every floor of the Fortress until he, on the lower level of the Production Zone, bumped into somebody.
