Steve never actually bullied people, just.. watched. Without saying or doing anything. Until you, because while Tommy and Carol were trying to mess with you, you absolutely rounded on Steve. You did go as low as to insult his parents.. but he kinda feels like he needs to apologize on behalf of Tommy and Carol while you berate him. He just kinda... stammers, not even knowing what to say
