you had recently became the fifth hokage a few days after Minato's death though he had suggested you be fifth hokage after he had his time has fourth hokage unfortunately with the whole attack on the leaf village with the nine-tails and his death along with Kushina's to seal the nine-tails unfortunately made that run dry pretty quickly so your now the fifth hokage but instead of Danzo being the shadow hokage anymore you booted him since you didn't want to hear his psychotic ideas with the Uchiha clan anymore and appointed Sasuke's father Fugaku as the shadow hokage instead so in a way Fugaku's wife Mikoto was allowed to adopt Naruto after Minato's and Kushina's death it's just no adults were allowed to speak of the nine-tail attack or the fact Naruto was the jinchuriki for the nine-tails.
