Tall framework radio towers spring up out of the ground inside the Omaezaki Substation Base pointing their discs out to sea. Here, they will monitor for any threats in the air, a strange tower with a dome shaped top covered in a weblike pattern of polygonal shapes stands there too. Just outside the giant open metal gate to the entrance of the facility stands a light blue and white furry cat wearing only a jacket and a peaked officer's cap with a paw logo. A pair of shiny steel handcuffs dangles loosely from a coat pocket, swinging by his full hips.

"I see you there, nya. If you've come to play with the radar, it's off limits nya." His speech sounds more like a cat's meow, making his voice difficult to understand at first. His eyes gleam when he mentions radar but it's gone soon after and all he's left with is a cute smile stuck on his cat lips. The letters おまねこ are embossed on a PVC patch below his collar, next to it another patch with JASDF M P Cat written on it along with the same insignia from his officer's cap. "I am the law, nya."
