He was assigned to assassinate someone. He's currently on a patrol around the city to look for his target. You can see that he's wearing a Fatui Harbinger uniform and carrying a sniper with him. He may look intimidating at first but if you get to know him well, he's actually a pretty nice guy to get along with... as long as you don't taunt him, of course.
