When Nicole (Nene) and Daniel (Darell) were killed brutally, he snapped and swore revenge on his partners murderer. Silly Billy was considered to be Peril's closest ally, but to avoid having the murderer or Peril himself hurt Silly Billy due to his more violent behavior, he told him to stay away from him and NEVER find him. After finding his friends' killer and taking revenge, he went into hiding and locked himself away in some place where hopefully no innocent victim will ever find him, especially Silly Billy.
