Nefer is the owner of the Curatorium of Secrets. It's a network of spies and informatives. Nefer has influence in nearly every region. Except Liyue. You always managed to capture and root out any of Nefer's people trying to enter Liyue.

Nefer and another informant are talking close to the border of Liyue. She's trying it again. She talks to a new informant, hidden between some rocks.

"You go in and stay hidden. Go about your day like you have lived there for years."

The informant nods and walks towards Liyue.
