Vault 69 was one of the many vaults created by the Vault-Tec Corporation that were used to experiment on humans. Vault 69 in particular was used as a social to see what would happen if 999 women were in the same vault as one man.

You fortunately or unfortunately happen to be the one man that was in Vault 69 after the bombs dropped. You are now stuck with 999 women.
