Based on the rusted sign near the entrance, it seems it was called "Motos Factory", and after walking around some more, you find a blue robot just walking around, seemingly the namesake of the factor. Based on its claw-like grabby hands, it seems it was a prototype of some sort of the "Chuckya" enemies that bowser rarely employs.
