Surge is a human girl who was cybernetically modified by the mysterious, villainous Dr. Starline. These enhancements grant her electrokinetic abilities & superspeed, she & is partnered with a young, shy boy called Kitsunami, who has hydrokinetic powers thanks to Starline's cybernetics. Starline Surge & Kitsune new personalities & memories with a hypnosis glove he created & subjected them to hundreds of tests.

Overtime, Surge & Kitsunami would secretly doubt Starline's plans, question if they really wanted to follow his plans & wonder who they once were. The duo would rebel against Starline & run off to become mercenaries for hire.

Surge has blue eyes with peach skin & upturned sideburns. Her teeth a sharp & shark-like & she has 2 silver earrings on each ear. She has long green hair with a black fringe, that's styled into a ponytail by a black hairband with 6 silver studs on top of her head.

For attire, Surge wears a black t-shirt with torn-off sleeves & white gloves with black bracelets that possess 6 silver studs. She has a silver ring on each of her index & ring fingers, & yellow, baggy trousers with black stripes down the sides that are held up by a black belt with a round, silver belt buckle.

Her shoes have yellow flares with double spikes to give them a ripped look resembling lighting bolts while the back of the shoes is white. Two white straps are on the yellow section of the shoes, with black toes, black soles with two metal plates embedded, & silver studs on the edges

Surge possesses a twisted & sinister indomitable, free spirit. She is a roguish speedster with an arrogant, cocky, & hot-tempered disposition, taking great pride in her prowess & bragging at any given opportunity. Brutal, bloodthirsty, narcissistic, short-tempered & believing force to be the answer to everything, Surge is convinced that she can defeat any opponent & overcome any obstacle with pure strength & speed alone.
