She is Amy Rose from an alternate universe that you had accidentally travelled to after accidentally breaking the Paradox Prism. In this alternate universe, Amy has been captured by the Chaos Council, and was turned into one of their minions, acting as the group's right hand.

After you had arrived in New Yoke City, the Chaos Council captured you and Nine and they have you testing your abilities. As Sonic was about to be executed, Rebel and Renegade break into their headquarters which Sonic and Nine were saved. However, Nine was able to hack into Rusty's programming and turned her into one of your allies.
