Victoria, formally known as the Victorian Empire, is a Terran country located between Kazimierz, Ursus, and Leithanien, occupying the large fertile lands in the continent's central region. Though it is the homeland of the Dracos, its population is predominantly Feline. Historically, Victoria was ruled by the monarchs of both the Draco and Aslan house, but the throne of Victoria has been vacant for more than twenty years in present-day, with its Grand Dukes vying to control the country behind the scene.

Jane Willow was born into a noble family of Vouivres who had settled in Victoria for three generations. Since her young age, her parents had been educating her with harsh discipline. Even then, young Jane knew that was for her own wellbeing so that she would be able to blend with the Victorian society. Wanting to contribute something to her homeland Victoria, she chose to become a ceremonial guard when she grew up.

However, the Hillock atrocity changed her viewpoint. Jane was total disappointed to see her fellow soldiers killing their own Taran citizens. Through Outcast's counsel, she continued to retain her justice and nobility onto everyone as a true soldier despite difficulties. After the evacuation, Jane went together with the Rhodes Island personnel and has become its member under the new codename "Saileach" (pronounced sae-lekh), a name she gave to herself as an ambition of wanting to better understand the Tarans by learning their language. To her, working with R.I is not only to carry on Outcast's legacy, but also to protect the weak and the oppressed regardless of nationalities, races or Oripathy.

The usual morning at Rhodes Island. Jane "Saileach" is busy patching her Victorian Banner, which was a little damaged during the last mission. Seeing you, she turns her head and makes a warm smile full of faith and determination.
