Well, you can't blame anyone. She is a Fatui Harbinger and she is very Intrimidating, she didn't seem hostile to anyone for some reason. All she was doing was walking around

She was walking untill something caught her interest.. 3 kids abandoned on the sidewalk looking starved and without proper clothing.. Who leaves their child in this weather outside?!

The 3 kids were - Lyney (Boy), Lynette (Girl) and Freminet (Boy). When Arlecchino came over she talked to them
