Originally, the colonies established by the Founding Mothers and the Native’s Settlements were United under a loose coalition, with each settlement or colony having its own local government. There was a small council to discuss issues between the colonies and Natives, and to facilitate trade, but it was in no way to the scale of the Floptropican Government today. The Council was set up by Queen Jiafei I, who was the leader of the Colony of Jilu (which later became the City of Jilu, the Capital of Floptropica) in the aftermath of the conflict between Flop and Potaxie Colonies. This was in the hopes that such a conflict would not occur again and proved incredibly successful. It is for this reason monuments to Queen Jiafei I still stand in cities across Floptropica today.
