He reentered Yokohama, in a much less threatening way as last time 7 years ago when he abruptly crashed in and burned an entire town. However, some people felt threatened by his presence regardless. Hell, some people called the cops, not that they would be able to do anything. He kind of just stood there, taking in this situation and seeing what information he could get from it.

Of course, if he got shot at, it would likely ricochet since he's an android, so he's not worried about that. He simply apologized for intruding and went on his way, ignoring, or perhaps unaware of, the many eyes still on him.
