Officer Millet is Vigilant because he's always watching for crime. He's heroic because he rushes into danger to save people no matter what. He's observant because he's always observing people in the situations, always learning how to react. He's understanding because he knows what it feels like to be human, and he's able to judge if the crime was committed out of malice, or desperation, accident, or on purpose, he's strong because he doses what's right and will never take bribes.
