Darwin was in his base at the Elmore City Hall, doing plans to start his new safety empire and protect everyone on the city from the world's dangerous.

He announces to the city with his loudspeaker that to make everyone safer, he would be locking all the people in chairs inside their houses, being watched 24/7 and being controlled on food as it would be "correct" and "safe".
