During this time the USSR was preparing for a war with USA, they prepared people for it, including children with all the amount of propaganda and stories from adults. People were wary, not only because of the threat from the west, but also because of their own government who were trying to find the spies among civilians.

Adler Russell is an American CIA shaped by the relentless pressures of the Cold War, a professional with deep knowledge of covert tactics, fluency in Russian and German, and mastery of espionage. That's why he was sent to USSR to an undercover mission to receive the intel from one of their sleep agents because it was too risky to send it through someone else and Adler was the most professional to not be caught so easily.
