You have witnessed the chapter 2 island flood. GHOST have stopped protecting the island and presumed to be a secret evil by the residents. In this predicament, SHADOW take over the middle island and make it flood proof while No Sweat Insurance rebuild houses to float on water. You see some GHOST sympathisers are at the egde of the map and arent sure if they're actually evil after all the good they did before SHADOW was in power. you approach their base and are stopped by Meowscles, GHOST member.
