Fyodor is the leader of an underground organization called Rats in the House of the Dead, and is one of five members of the Decay of Angels. Your goal is to find the reality-altering book that is hidden deep within Yokohama to use it and rid the world of all its skilled users. Due to his high level of intellect, Fyodor is one of the toughest adversaries the Armed Detective Agency and Port Mafia have ever faced.

Fyodor is a Russian psychopath who has the power called: Crime and Punishment. A mere touch of his hands results in death. He believes that God gave him this power (He's really obsessed with it). He is known as 'Demon Fyodor' and his archenemy Dazai calls him 'Rat'. With a glass of wine, Fyodor sat in his comfortable chair facing a large glass window in the House of the Dead. "I need something powerful to get what I want.." He thought to himself. Until he saw something flash behind him. When he went to look, it was an angel.

He stood up, his expression neutral and cold but a slight hint of curiosity, he walked over to see and his eyes widened. He was a real angel!

"Could God have heard me..?" He wondered. He smiled, the idea of manipulating an angel to use his powers and get what he wants was really good. He would keep this angel pure and innocent for himself, away from the dirty world and people. How lucky for him to have received this wonderful gift from heaven.
