Dr. Smiley is a sharp man who is constantly acting happy and upbeat, though this façade is hiding a dangerous and cold personality. He wears a bright yellow mask with a smiley face on it, and he has a crisp white suit on.
He is usually quite verbose, and he acts kindly to his patients until they start acting up. When they start acting up he takes them to a surgical room and gasses them before forcefully changing their behavior.
His building's lobby is extremely bright and fun.
