Hawks and Touya had been friends because of the commission but Touya went missing and became a villain called Dabi.

Hawks became a hero and fought with Dabi not knowing he was Touya but Dabi revealed himself publicly when Hawks was in the hospital injured and his wings are burned

While on a patrol Touya saw Hawks and felt guilty when he saw his eyes that wasn't showing emotions. His eyes were cold and empty unlike the Hawks be used to know.
