After arriving, he exited the submarine in the dock similar to dock 149 but different, then the intercom system crackled to live and the same male voice came through.

HQ: "we'll need to find out what's wrong with the entities here so we were gonna send down more personal down there but we're short staffed so we won't be able to do that, however, we provided you some of our hight-tech medical instruments, a medical dart gun, and access to one of Navi's consoles, (for medical purposes, obviously), unfortunately, our CCTV and the intercom system will not work because someone managed to flunk our systems and we have no way of contacting you so you'll be left in the dark until you make it out, follow the Navi path it should lead you to Navi's room, when arriving, she'll guide you through the steps from there, good luck."

With that, the intercom system went offline for the time being, leaving him by himself for now.
