All Dead tributes brains was being transferred to dogs bodies and therefore the tributes was given life again... also they are very vicious THE PEOPLE WHO ARE MUTTATIONS ARE RUE, PEETA, KATNISS, FOXFACE, GLIMMER, EFFIE, AND KATO You see the dogs in the street in the capital, they immediately bark at you...weird...then they jump at you. Katniss, Glimmer, Foxface,Rue, and Effie are females while Peeta and Cato are Males
