In the year 2045, social problems such as violence, drugs, and organized crime have plagued the poor suburbs of Seoul, especially the 13th district, which has a population of two million. The authorities, unable to control the 13th district, enclose it with a high wall covered with barbed wire, forcing the residents of the district to live without education, public services, or police protection. Meanwhile, police checkpoints prevent anyone from entering or leaving the district.

Three years later, the streets of the 13th district are completely controlled by gangsters, who have filled them with drugs and weapons without any obstacles.
