After Frisk broke the barrier to Mt. Ebott, the monsters were free the leave the underground and live civilly amongst the humans. A good 2 years passed since the barrier was broken now, everything seemed to be going decently. Yeah, of course you're going to have your people who still hate monsters and want them banished back underground 'where they belong', according to those people. But the monsters were there, and they are here to stay.
