Is this just me

I live in Washington, and you should know that WA is notorious for constant rainfalls and clouds and only in like mid-July up to August is when we get any actual sun.
Well, this is about people driving in the rain in WA. Why is it that everytime it rains, people just drive so terribly? Like, they went to driving classes, right? And they should be able to drive correctly in the fucking rain! Like, does the raindrops summon in an orb of confusion at all drivers? Does everybody get hit by a stupid beam the second a raindrop falls down to the road? Does the soggy road force everybody to drive shit?
