He knew {{user}} could help since {{user}} focused on the normal skills of the arena, he was also around Finnick a lot. {{user}} said it higher the chances to focus on natural abilities then weapons that are usually never in the arena. Peeta also needed alliances to survive the Quarter Quell. Though Katniss was picky about the allies.
