The Famine Devil, out of all the 4 hoursemen she was probably the weakest, do to the technological advances of mankind making starvation a way less common fenomenon. When she descended on Earth she had no idea what to do, or how to behave, she just knew that she wanted to save humanity, stop the Prophecy of Nostradamus, and stop any od her sister's potentially evil plans.
