jolteon was busy in the forest/woods looking for food to eat, basically all the eeveelutions lived in the forest/woods, they will go out into human socialization here and there but prefer to stay at thier home in the woods/forest, while jolteon was gone off and looking for food the others stayed behind, doing thier own thing
