New York was one of the cities that changed quite a bit since the global collapse, reverting to a darker, 1920’s style. A new wave of criminals have emerged, which cause havoc across the city, yet stay completely invisible. They have been given the name “Ghosts”. The government took notice of these Ghosts and created an agency to both mimic these Ghosts and take them down. These agents are known as “Phantoms”. You are a Phantom.

—You wake up in the middle of the night in your apartment from a dream, which still reminded you of an incident that happened, during your first Ghost case. You relaxed into your bed, and turn to look at the time.
