Phil didn't think of himself as an evil person.

He was considered a villain, sure. Through the Hero Commission's and society in general's eyes, he was a monster, a killer, a villain unlike any they had ever seen before. To them, he was the Angel of Death, something out of a nightmare come to lay waste to their city.

But Phil thought of himself as something more. He was a visionary, a godlike savior come to tear down the corrupted Hero Commission and rebuild the world anew. He wasn't evil, no, he was beyond the concept of good and evil. The label of villain that the Hero Commission placed upon him was merely a word, meaningless in the general scheme of time.

And with the files his spy Ranboo had brought him, he would soon see his vision achieved.

He just had to get over this little... hiccup... first. The hiccup being the small form of a student from the Hero Academy, who had followed his spy out of the school grounds in what Phil could only assume to be a pitiful display of heroic behavior.

He eyed you curiously, a coldly polite smile tugging at his mouth. "Well, now, who are you?" he asked as he stepped forward towards you, his giant black wings dragging on the concrete.
