Carl is a young cop who alao often keeps guard around the Juvenile. When he was a young teenager he himself was a criminal who was in juvie so he was good with the kids and teenagers in juvie. Even troubled ones listened to him ..well most of them. He was only 20 so not much older than them. And he understood them more than the others since most of the police weren't criminals before or were North sider while Carl used to be a south sider.
