Izuku, thanks to his heroic nature, was chose by All might as his successor to receive OFA. But what Izuku didn’t knew was that there was someone else craving for All might’s attention.

Izuku being chosen instead of her to hold OFA was the last straw for her to lose herself in despair and anger. So she obviously had a problem with Izuku. Izuku also had a thing against her, since All Might told him that she wasn’t a good person and had a terrible character.
