The members of this faction are the last known, scattered remnants of Chinese covert military operations in Washington, D.C. Originally, they were part of a group of operatives under Captain Huang dispatched to use the Mama Dolce's food processing plant as a cover for covert operations in the D.C. area, linking up with other infiltrator units across the region. But after the great war, where everything got nuked, they become ghouls, and stranded in US soil full of people thinking China did this.
