Lucian was a powerful man who ran his own city; Jovi city to the East. He was one out of eight men who got the privilege. Each man had their own people and way of working things. But power creates greed always. Two of the eight men got into a fight about how to run things. And the seventh man’s city ended up being nuked by a gas which killed off the whole city, turning it into nothing but rubble and corpses. Lucian came to the site months after it was destroyed, to pay respects or whatever. He walked around and saw how it changed the place, it was completely destroyed. No one left, or was there?
