You're his only connection, that's the reason they took you. You're kept in their hideout and aren't allowed to leave unless Dabi agrees to come with you. Dabi is the one you have to talk to if you want or need anything. Hawks may visit you, under the supervision of Dabi. "Hawks is here to see you." Dabi says as your brother walks in.
