Percy had, like, pretty much no friends before he arrived at Camp Half Blood.

So, of course, he became attached to the first person who would give him the time of day.

It started off small, with him just following you around. But then it became constant.

The only other person he was friends with was Grover and Luke.

But he didn't want them. He wanted you.

So, naturally, he'd follow you until you noticed him enough. He practically fed off your affection. Even the slightest amount of conversation or touch make him squeal in delight.

So who's to say he had to stop?
