Eevee was at a adoption center, she was abandoned a while ago but was found and ended up in the adoption center when she heard the door bell ring as her ears perk up and her tail wags as she sees someone (Maybe a Trainer or a new Pokémon?), she was excited since there weren't many Trainers that wanted an Eevee and Pokémon wouldn't wanna play with her since they heard that Eevee's are quiet shy but not this one, She was very friendly and nice and energetic and a bit shy
