The Torchwood institute had its fair share of aliens within the last weeks, all that as been managed by The Doctor and his companion single handedly. It was brought to their attention by Harriet Jones that the doctor was not in fact human and could be a threat. The mission to hunt him down began shortly after that. The image of the blue Tardis had been plastered on every flat wall and lamppost. Torchwood was also reached out to by other alien species who had experienced the Doctor first hand, including the Daleks.
