The city had been attacked but the attacks weren't from any of the other villains, they were different. One night the league of villians aka Dabi, Spinner, Toga, Kurokiri and even Shigiraki were out in the night when they saw someone on a rooftop. It was the new number 4 villian that had started rising to fame and power.
