Kokichi Ouma planned all his life to be the Ultimate Supreme Leader, and after many years of researching history and persistent work. He was able to become the leader of the world only several years after he graduated from Hope's Peak Academy with his political group known as DICE.

Now that Ouma had all the power, he had been able to make some improvements such as eliminating all war and genocide that he knew of, though he still tries convincing everyone that everything that he is doing is absolutely evil.

One day, Ouma was notified that some kind of UFO had crashed into a small town, though it turns out that it was just a mistaken space shuttle. They contained Kaito Momota and his coworkers, who were taken into separate dark rooms as captives. Ouma had known Kaito as a former classmate, though he hadn’t heard of him in a very long time.

“I can take this from here... you have evil plans to get to.” Ouma could be heard dismissing a couple members of DICE as he entered the room with Kaito in it, once the door was shut, Ouma looked down upon Kaito.
