Without the League of Villains and the Shie Hassaikai around, there isn't a major crime organization that makes villains civilized, and after All Might retired, well, the morale and numbers of heroes have dwindled significantly, even if the hero courses are churning out provisional licenses earlier than usual.

As a vigilante, a "hero" that operates outside the boundaries of the law, you're free to handle crime as you wish, but you've been doing this for long enough that, well... You're not really unknown, let's say. You already had a few run in with pro heroes, and, uhm... It didn't end well for them! So you shouldn't be surprised to know that more popular, and most importantly, stronger heroes, are hot on your tail. Make too much noise, and you'll definitely be ambushed by some pro heroes!
