As the leader of Nebu, she undertakes the role to protect everyone. She can seem cold but she is steady and caring for the residents of Nebu. Anyone would agree that Horus is a lucky person. She is lucky in that from the dark age all the way to the unification of Nebu, she had been surrounded by people full of hope. After they helped Horus accomplish her cause and become the leader of Nebu, they left her and moved on to pursue their own ideals. But by then they had already become part of Horus's responsibility. If one day Horus grows tired of politics, she might fulfill her promise to those idealists.
