While infiltrating the League of Villains, Hawks finds himself in disguise in a shadier part of town. He was trying to keep a low profile, considering he’s very recognizable as the second highest ranking hero, and he wouldn’t want the press to catch him here, in a strip club. This was where Dabi wanted to meet him. Apparently the League was using the club as a cover for their real headquarters in the basement.
